Apparently the Middle East oil was just a taste, The North African oil was also part of his insatiable appetite.

Now he plans to sell off Iraq.

I think this means that he realizes that he is stopped, and must begin harvesting as quickly as possible. The Iraqi oil is being shipped through Kuwait so that it does not need t be accounted or shared with the Iraqi people. Now the rest of the country is to be given to supporters like party favors.
