I'm confused. Isn't shooting people also illegal in Yemen?

For that matter, it's illegal to shoot abortion providers in the US, but it still happens every now and then.

I just don't get the point. The reason for my responding is that I see a lot of people arguing about the morality or lack thereof in foreign countries based on criminal activity that goes on in those countries against foreigners. Criminal activity goes on here, too. Remember when all those tourists down in Florida were getting carjacked?

But I do agree that religiously motivated giving should be included in the totals. Some people wouldn't give except in the presence of a religious reason. And most of the countries that provide non religious financial aid also include lots of strings. For example, there will typically be a requirement that the grant be used to purchase stuff that is made in the giving country.
