Maybe not all sides, but many. Most dangerous of which is China itself, possibly deliberately, possibly by lack of coordination among various functions of government.

One very likely event, maybe happening now - China's growth statistics are pitched low at 8%, reality is higher growth. Infrasturture developement , like electricity, uses the low ball forecasts, then a shortage results. Selling or leasing bargres wtih generator plants could be a lucarative business for a while.
