a) require USDA approval and sheep from someplace like Montana
b) OR Just a few more troops please
c) OR Both of the above

How is c possible?
US bribes Australia for more troops or support, destroys the sheep whether scabby or not, grants Hal a contract to locate the best US sheep available at any price and ships them to Iraq. This process takes 5 months to complete and Iraqis starve in the meantime.
