You may think this "is overly simplistic": The aim of the administrators of suicide terrorism is not territory in itself but space for their ideological flowering. The outcome for the Islamists is something like Iran, and for the LTTE, something like Cuba.

Perhaps it is simple but think that if (eg) the Palestinian movement was clearly secular and oriented only to achieving a Palestinian state, then they could have had it by now and they and the Israelis would be eating everybody else's lunch.

The factor which has delayed this desirable outcome is the added Islamist ideology and its terrorist organizations. The state of Israel can not accede to their requirements - existence is not negotiable.

The original Tamil requirement was to be treated like full citizens of Sri Lanka. (The problem was very similar to that of the US and its black citizens in the fifties). It's pretty clear if they had stuck with a campaign focussed on that, the goal would have been achieved by now. But no, there is the Marxist-Leninist stuff and the requirement for a Tamil state on the island. Both of these things are too hard for the Singhalese majority to accept.

Pape is right about that kind of thing but he truncates his description. He has identified a nationalist component to populations' sentiments but hasn't looked further to other components which may have been superimposed, and quite possibly to the detriment of nationalist ones.
