I've been told that some of the rental cars in the US have such devices. If the driver exceeds a certain speed he has to pay an excessive wear penalty

That's fine by me. You don't want it, you rent from someone else.

Here's an incident:

A Connecticut man rented a van equipped with a GPS system and was fined US$450 by the rental company for speeding three times on his trip. Acme Rent-a-Car in New Haven, Connecticut, equips all its vehicles with GPS devices and the AirIQ wireless fleet monitoring system to keep vehicles from being abandoned, sold, etc.
