Because Shelton was the Chief of Staff of the Army when they fired Clark in Kosovo. It all depends on one's reading of the reasons for that. The Clark side argues that he was always out of tune with the good ol boys in the army. Shelton was the good ol boy personified. The Shelton side argues that Clark should not have been given his fourth star. They prefered someone else. And that Clark was going around them to deal with the civilian leadership when he should have been taking orders from the army leadership.
