The problem with Bush relaxing the NSPS regs is that the industry was purely looking for clarification on the rules which have been in dispute for years. He could have helped stimulate the economy with forcing a clear signal, upgrade your facilties or else. The upgrades are costly but effective. I do not think this was a good decision by Bush.

Acid rain and particulate emissions is a real concern now, CO2 emissions is an issue not proven and will take many years before convincing anyone in the USA to invest in reducing CO2.

On the other hand it seems the greenies want is living in Caves like Osama. Do you know why all the old coal plants are being retrofitted and not mothballed as the greenies wanted? Because there is little chance in hell that a replacement plant can be built before the old plant is mothballed.

Coal generation provides I think 50% of all electricity in the USA and it will only increase its generation. If you want clean air you have to pay more for it. If forced to install the equipment on old plants the utilities will either do it and get repaid, or they will be forced to shutdown the plant. Either way the electric rate payers will pay the most for this.
