This is the point where you betray your lack of education and naivete.

reducing taxes without cutting spending will not be stimulative

In other words you can withhold and spend your taxes in addition to the state spending the same dollars they did not receive.

Schemers since John Law in the 1700's have discovered the magic of spending more than a nation earns, either through debt or debasement of the currency. Each group of people who make this discovery imagine themselves to be the first - and terribly clever to do so. Only later does the true magnitude of the disaster reveal itself.

A nation which spends more money than it earns depletes national savings. It is your conceit which blinds you to this simple fact.

John Law was surrounded with many "learned advisors" whose formulas and astrologies "proved" his scheme sound.
