Interesting points, q. My interest, for the moment, is, primarily, in the politics. And it looks to me, on that point, that Bush's Orwellian attempts to picture himself as an environmentally friendly president will only serve to reinforce his growing image of one who cares more about the political spin than the policy itself. Repeatedly, he has put issues on the table--AIDS in Africa, education in the US--in what appeared to be a policy move. Turned out, since each was either unfunded or largely so, it was about political spin.
