With Davis' approval rating down at 22%, my guess is that Issa and company could have collected 3 million signatures if they had enough time.

So you pay some homeless person to collect signatures, he splits the buck a signature with his buddies and they all go buy some wine. What's the difference? Some grass-roots campaign.
