It's 21 billion.

66 billion for funding the military presence, 21 billion for actual reconstruction.

The $87 billion includes $66 billion for the U.S. military deployment and intelligence operations

We're screwed in this respect. Taking control of the Iraqi oil is like trying to slay a multiheaded dragon. The terrorists know that if they keep the oil from moving they win. Even 87 billion can't make the oil move when the pipelines are blown up.

Who knows how much of the 87 billion is earmarked for the oil "infrastructure". But the terrorist and Baathists will keep the pressure on.

The whole misadventure is a lose lose lose proposition. We would be far better off to take that same 87 billion and start building re-newable energy systems here at home. Methanol, hydrogen, and biodiesel. Supplement this with solar and wind and expanded hydro. Thus taking the demand off of oil. Then watch the price of oil plummet, and the power of the middle east following suit.
