Bush lied imminent threat of WMD's as in this instance:

"On the eve of that vote, in a major speech aimed at Congress, Bush claimed satellite photos gave irrefutable evidence that Iraq had rebuilt its nuclear-weapons program. He intoned, mere days after his intelligence agencies put the date at 2010, that Iraq would be able to use such weapons within a year. "Facing clear evidence of peril," Bush told Congress, America, and the world, "we cannot wait for the final proof that could come in the form of a mushroom cloud."

* Bush used much more colorful and frightening language than "imminent threat". "Mushroom cloud" is about as scary and inaccurate (as it turned out) as you can get. Rice also went around Europe telling them that Saddam could launch a WMD missile at any Euro capitol and that they'd better get behind us or else. Cheney clearly and falsely stated Saddam had reconstituted his nukes program and was working with Al Qaida. Repeat thse kinds of lies dozens of times, then have surrogates in the media repeat them again and again and the message gets out - IRAQ WAS AN IMMINENT THREAT AND WE CANNOT WAIT.
