Jake, Nobody voted for the war. They voted for a resolution authorizing the use of force if Bush decided it was necessary. Bush asked them to "not tie his hands" meaning he wanted maximum negotiating leverage. Congress gave him that resolution although some members, mostly Democrats objected to giving him a blank check. He used that "blank check" to wage a very expensive war.
