Personally, I would suggest the US commence a subtle program of "shaming" Europe and the UN in the Mid-Eastern press, if not in public speeches by US officials...

Certainly build up those who have supplied troops (even if we paid their expenses), and what limited financial resources they have available (Bulgaria, Poland,.. etc), while putting the "screws" to nations like France and other prominent dissidents who are shamelessly disregarding the human condition of the average Iraqi people to whom they cynically claimed so much concern for when UN sanctions were in place.

I would also suggest that someone I was listening to today had a good point.. We need to circumvent the governmental and UN process and approach the private sector and international corporations for infrastructure and investment support. These corporations understand that spending some money to win the goodwill of Iraqis will eventually lead to business contracts.
