Brain Drain

On other topics Niraj discusses the NRI-bashing and I echo his sentiments. As a NRP (non resident Pakistani though a Pakistani citizen because I lived there for nearly ten years of my life from Oct'1990, shortly after Benazir came to power, until July'1999, a few months before Musharraf staged his coup) I would actually argue that brain drain is great.

The Sub-continent is not sophisticated enough (as evidenced by Pakistan's Human Development Report) to provide the degree of specialisation that can be sought in the West. In the West the income one earns is significantly greater, by a factor of more than ten in some cases, than in the Sub-continent ceterus paribus (all things being equal). By emigrating to the West one can fully exploit one's talents, climb up the professional ladder and pull up his family's income status (there are whole villages in Azad Kashmir, which are built on the earnings of Pakistani repatriates form abroad). "Brain Drain" often is a very good thing because the wealth finds its way back to the emigrant's nation and it develops the talent base. As the domestic economy undergoes expansion then there will be a return of these expats back to their nations until then it is wiser to encourage the development of the talent base by any means necessary. Long term economic growth is indeed strengthened if there is a steady flow of emigrants however the nation must do its best to reabsorb this diaspora and that is why it is critical to extend full citizenship to Non Resident Indians.
