Cheney still as hundreds of thousands of Halliburton options. He also has clear loyalty to that company and may take it over again when he gets out. Companies like Halliburton, Bectel and Carlyle are more than just companies, they are pro-war, pro-oil, pro-nukes political juggernauts. Cheney, James Baker and Geo Schultz lead them and they were the ones along with Ken Lay who really put GW Bush in power, along with dozens of other companies with shared interests.

All of these companies have the following in common: they benefit greatly from seizing DC power, tax-payer contracts are their bread and butter, they make huge efforts to manipulate the political process, they are secretive (all linked to the CIA and mostly outside the SEC's jurisdiction), they are big in the Arab countries and they make money off the environment.
