The tax cuts were indeed for everyone, and simply cannot accurately be said to have favored the rich, as they did not lower the hit the rich take relative to the hit the poor take(i.e., they were designed not to alter the rich to poor tax burdon ratio at all).

It is also ludicrous to think that returning money to those who give to private charities somehow managed to cost charities 10 billion a year, let alone a dime.
