That's the story. But charge the tax for imports because it is imported oil which funded the gang who attacked the Twin Towers and still funds Islamic Jihad against the infidel world. Maybe make Canadian imports tax-free. And Mexican. And UK. No OPEC sources need apply [they are price-fixing, anti-freedom suppliers who would be gaoled if they were subject to USA anti-trust Sherman Act laws].

That way, USA production could continue unhindered, alternative fuels would be more attractive to develop and use, insulation and other options would reduce demand. Fuel-guzzling SUV sales would decline.

As you say, whack a Patriot Tax of 25c a gallon on OPEC's imported fuels. That would give Islamic Jihad something to think about. If no Islamic Jihad attacks happen for a year, the tax could be lowered. If more attacks happen, raise the tax. Saudi Arabia and OPEC might then have serious incentive to deal with Islamic Jihad.
