I think we have to disconnect health insurance from a particular job. If you are self-employed or laid off, you pay through the nose

I agree...and have said several things about ideas for health care insurance here...Small business has been the engine that has grown the US economy for years and years!!! And yet after Hillary started her behind-the-closed-doors investigations in 1993.....the HC insurances have multiplied manyfold in cost! Small business can't afford the premiums for their employees....and the individuals can't afford them any easier.

I have suggested the US taxpayers form a large buying pool for medical insurance, similar to all the programs that the US Government has for its employees. After all, we are effectively the employer for the Government employees....so as a Taxpayer Company/Group, we should be able to qualify for reasonable rates, and the insurance companies would be able to spread the risk pool out.

LindyBill pointed out Robert Bartley's editorial in the WSJ several weeks ago....When SI has the Search feature working again, we could find it. But Opinion Journal might have it as well.
