I applaud the efforts of Powell to establish a representative government.

That is only because you don't understand Iraq.

Any "representative government" in Iraq cannot be made up of APPOINTEES. US has to ask the clans to send representatives. That is the only way. Then those representatives need to choose among themselves the ministers of this and that.

The current band of guys are APPOINTEES and they don't even have the authority to do zip.

Because of conflicts between the religious and the secular Israelis, a constitution was never agreed upon.

Or was it that Israel does not need a constitution because the Torah is all that is needed?

Every country has people with different opinions. They all compromise and agree on a constitution eventually. Israel is an exception because it has a state based on religion - it is not a SECULAR state, is it? So, it is not a good example for Iraq, which we all hope will be a SECULAR state.

Iraq also has the problem of the various tribal and ethnic conflicts.

They will be resolved one way or another. I fear a period of turmoil will pass before, though.
