Bush relied largely on Clinton-era intelligence from both the Clinton Administration and British Intelligence; further, Clinton and Blair are bosom-buddies, possibly political twins separated at birth (Clinton the evil twin, full of moral turpitude, Blair the good twin with morals and a conscience).

Latest news is that Saddam, who always had a reputation internationally for reading things wrong, sending the wrong signal, and stepping in dog poop, might have feigned having wmd's to scare everybody.

Like having a "Beware of Mad Dog" sign around a fenced yard, but with no dog.

Works great, maybe, unless perhaps there's a law that says, "You aren't allowed to have a Mad Dog."

If the owner insists he still has a Mad Dog but won't let the animal warden take a look, he's acting at his own risk.

I don't know whether I simplified this enough by analogy for you to understand, but I gave it a try.
