Umm. The GST is a consumption tax. It just isn't evenly applied to foods and drugs.

As far as the effects on the economy, sales taxes are the best taxes aside from straight property tax on land. The worst taxes interfere more directly with productivity, such as income tax and the hundreds of little buried taxes (e.g. up to dozens of different taxes for a one-night hotel stay). I highly recommend a book called For Good Or Evil - A History of Taxes by Charles Adams.
