Not only doesn't the question matter, the constitution itself is hardly sacred. If it violates the needs of the people, it will be replaced.

PS- Did anyone read the Kofi Annan speech to the UN? He stated the UN must improve its performance when there are crimes against humanity. He specifically mentioned Halabja. There are remaining areas in Africa and N. Korea, as well as the emerging Iranian nuclear threats to the safety of people.

PS - Fred

Yes - I agree that it is a good thing that Powell (et. al.) are making some kind of commitment. But don't kid yourself -

1) The timing of his commitments are more geared for the Nov '04 election than they are by any clear path (or did you miss the part about elections 6 months after the constitution i.e. Oct. '04).

2) They had steadfastly refused to give any kind of commitments until forced into it by sinking confidence on the part of the US public and cogent criticism on the part of France/UN.

I say no kudos here. And personally I have chosen to lump Powell into the same pit of false morality as the rest of the Bush administration.

FYI - you may want to go back and re-read Friedman's article on the French "war". He really missed the mark on that one.
