I don't know anything about decreases in funding for any state...and that is why I asked you to explain it. Do you have a link?

And your points about the, GWB initiated, spending increases not being all the states want hardly proves your point that there have been cuts.
Every link I posted indicates only increases to the states. You have yet to show a decrease anywhere.
