I think the industry can rise to the occasion quite quickly to deliver products. A good example of this is to look at Gottfried's chart of Billings, Bookings and BtB at

home.comcast.net

Over all the cycles going back to the mid 1990's, the industry responded quickly as soon as Bookings were received. Note even in 1999 and 2000 when the Bookings were going from the 0.5B range to the 3B dollar range, the Billings lagged 3 to 4 months, but they kept up all the way to the peak.

Now we are sitting at a Bookings rate in the 0.7B region and Billings is essentially at the same level. If the companies get the Bookings, the Billings should follow again at a "lag rate" of about 3 to 4 months.
