Yes replacing all the defective Bill Clinton body armor is a costly and difficult thing. All those clinton defense cuts that balanced the budget, meant use old equipment and not buy updated equipment.

So if in fact there is a severe shortage of body armor, then you have answered you own question on where the additional money is going. And clearly mr. bill did not provide funds needed to do the job of security with the safty of troops at a level that you suggest is required.

Very special materials like this body armor cannot be turned out in massive quantities overnight. If we could just say Haliburton go and do it that's one thing, but this is a competitive bid years and years procurement.
