I'm a firm believer in rooting out government corruption. Unfortunately, "never, never land" theories actually hurt by turning the average person away from the people claiming corruption.

I am strongly in favor of full disclosure and competitive bidding on every rebuilding contract. Obviously, timing requires some speed-up of the red tape process.

The one thing that makes your scenario fall (and I'm not saying there won't be corruption to be rooted out) is the extreme claims. Combine that with the number of people who want the whole thing to fail so that the Democrats can win the next election makes the chances of your "perfect storm" being reality at almost nil.

There are too many hard core politicians, including one with so much money that he's not afraid of anyone, that if there really is this type of scheme, it will come out. This Wilson thing is an example that our system works. It may very well take down the White House if they don't get to the bottom of it and fast.
