You bring up a completely new topic. Telephone fraud is despicable and ought to be prosecuted vigorously. I'm personally aware if it since my elderly Aunt was defrauded by these scum. I believe, but don't know, that the State and Federal criminal codes adequately cover the subject. If authorities aren't prosecuting it that is a third topic for discussion.

The no call list legislation deals with activity that has NEVER been considered criminal. It is a brand new and novel application of law. A new law for prosecutors to ignore or, at best, enforce arbitrarily. As you point out, they can't deal with the laws already on the books.
