One of the Canadian health officials testifying today says that if SARS returns it will first be in China, and Toronto will be able to successfully keep SARS out.

Sounds like more hopes and dreams in need of a reality check.

Being prepared for round 2 of sars would mean having those previously infected trained to be nurses or sars specialists since they wouldn't be at risk of catching another dose [or it would probably be not as bad if they got a mutant version].

I doubt they've done that. The unions would probably be against it.
