Businesses compete for customers. Governments do not. That is why the trend towards deregulation / privatization of businesses.

Gee if that were true office would cost 30 bucks instead of 300 and opec nations would be cutting oil prices to increase market share. And of course the manipulation of california energy markets would not have happened. Also in the real world you wouldn't have a business man like Bloomberg becoming mayor of NYC and finding there was not waste that could be cut from the city budget. And Hal would have entered into competitive bidding for Iraqi business. You're real world is an abstract fantasy.
