Cost estimates are one of the most difficult tasks I've ever had to work on. But how does one estimate the cost of time and material to fix infrastructure that has been built with a large amount of Russian equipment. But process and technology ignoramus will go on an on about poor planning. One generation system has thousands of parts and if one needs to be replaced, can one find one in Russia or anywhere? Does it have to be fabricated from scratch?
