According to Bremer - in testimony before Congress - under international law we, as the occupying power, are now responsible for those debt payments.

Of course, there is no way that the successor regime will honor contracts signed by Saddam Hussein or his minions on a dollar for dollar basis, and, of course, it makes perfectly good sense that US companies should get preferential treatment after all of the money we are putting into the situation. That means that those who want to gain greater consideration, or to have a chance of getting any compensation on old deals, will have to participate in reconstruction efforts. Which is, of course, what we want.........
