Wayne you miss a key point. If we never had problems we wouldn't need a government. IMO Bush hs failed miserably because he hasn't successfully dealt with the problems that have popped up on his watch. Since that happened on the Clinton watch, the problems you state in your list created by the stock market bubble are thus Clinton's creation and not Bush's.
