My sister is an engineer and go to construction site often. Even she has to wear one. Although occasionally, some workers perhaps forget for a short time. Having said that, it is true that China now have much less safety regulations for workers comparing to developed countries, and that is why China has a higher on-job accident rate compared to developed countries. Seems people in developed countries often forget that China IS still a third-world country.
