Maybe that is in a movie?<g> In real life, construction workers are required to wear hard hat. My sister is an engineer and go to construction site often. Even she has to wear one. Although occasionally, some workers perhaps forget for a short time. Having said that, it is true that China now have much less safety regulations for workers comparing to developed countries, and that is why China has a higher on-job accident rate compared to developed countries. Seems people in developed countries often forget that China IS still a third-world country.
