Since Wilson's wife was CIA, my guess he was, at least, socially a part of the larger community.

By the way, there is a federal anti-nepotism statute. (5 USC Sec. 3110), which makes it illegal for an employee of a federal agency to:

recommend individuals for appointment, employment, promotion, or advancement in connection with employment in an agency
