A more important question perhaps could be whether we as a country would be better off with an Independent Council Act.

During the Clinton investigations, the second appointed council, Starr, went a bit over-board with an apparently endlessly open-ended investigation and ceiling-less rounds of funding requests... still, the benefit of having an outside investigator in cases of allegations against insiders is a real benefit.

I believed at the time, and still do, that the problems in the authorizing act were technical... not conceptual. I believed that we would have be better off reforming the law - getting the budget problems in hand - and not tossing it overboard.

I was pretty sure that, in some future administrations... we would come to regret abandoning that extra 'check and balance'.
