I disagree with you that Rumsfeld ought to have Bremer's job.

Um. Not to be pedantic or anything, but the point of my modest proposal is that one of the "concepty" guys ought to "take ownership", as it were, and not be allowed to go pointing fingers everywhere else about whose fault it is how the occupation didn't quite work out the way their prewar fantasies would have had it. Bremer seems OK, but the '"we know everything and everyone else is stupid" civilian team running the Pentagon' ( (c) Thomas Friedman ) still seem intent enough on moving on to other theaters of operation. conveniently leaving the mess in Afghanistan and Iraq for somebody else to deal with.

The trouble with the military is, their operations are incredibly expensive. You might want to compare the "$80 billion here, $80 billion there " Iraq budget to the US's total foreign aid budget for the rest of the world. There are places a lot worse off than pre-war Iraq was. On the other hand, given W's $500 billion deficit budgeting, maybe the $80 billion here and there business doesn't matter that much, he could always propose paying for it with more tax cuts for rich people.
