It has become a race. The Admin sponsored attempt to "steamroll" the $87 billion spending authorization through by Friday of this week, before opposition can build.

Key Senate Republicans as well as Democrats said Tuesday that part of a multibillion-dollar aid package for rebuilding Iraq should be a loan rather than a grant. The demand signifies that President Bush will have a harder time getting his $87 billion request for Iraq and Afghanistan through Congress unscathed.
