Enhanced security, and the furtherance of policy objectives in the Middle East. Why do we pay for a military establishment, generally? Why do we maintain embassies abroad? Do we expect results quantifiable in terms of return on investment for these things? 9/11 cost us billions of dollars in lost assets. We have thwarted a number of plots in the last couple of years, both within the US, and against US assets abroad. Who knows how many additional billions we have saved as a result.
