That's what Bush said. And then there is something Powell said to more or less the same end.

Unfortunately, that is what they would like to show Chirac's words to mean. It is called "spin" in the parlance of our times, I believe.

Where is the quote from Chirac?

That is more like what I remember. I don't see the correlation between this remark and "they said they will veto anything that holds Saddam to account".
