I wouldn't like "we don't serve <insert group Tim is a member of>" but as I just posted I don't like "we don't serve <insert group Tim is not a member of>" either. I just don't think that in most cases the law should force people not to have a "we don't serve <insert group>" policies.

Moving away from the law I think near universal, or perhaps even just very wide spread discrimination does cause an enormous problem for people, and is mean and unfair. I would not however use the term "impose a burden on", unless you are talking about a conspiracy to deny service or a denial of government service. (People are force to pay for the government and abide by laws, they can't opt out of that so the government shouldn't be able to opt out of providing services that they pay for just because or race of religion or whatever.)
