Ideas to kick -unceremoniously- tenant:

He may be locking fire door. Call the firemen to have a look at it.

See if he didn't put a padlock in the fire extinguisher, to avoid it being stolen thus breaking the fire safety rules. If not suggest him to do so, too many petty thieves today.

He may be in breach of contract by letting someone parking a bicycle on the corridor, downstairs, thus using the building as a parking lot for a transport vehicle. This is not in the contract.

Ask any neighbor if tenant is not causing noise -that is going to be difficult to pull, since Chinese are a loud lot- and make him lay a complain with the authorities which cold help evict the tenant.
