True. There's nothing that says an ambassador's wife can't be a CIA employee. In fact it's an advantage because she is guaranteed to avoid the legal consequences of espionage, which could make her bolder and also means you get to debrief her if she's expelled.

Calling embassy personnel "spooks" is a stretch, though. It is expected they will take whatever info they get and send it back home. Spooks are more along the line of ILLEGAL spies- -ones who don't have immunity. In fact the Soviets actually made the differentiation that way. Embassy personnel were legal spies. And then there were what they called "illegals"- -spies who were not connected to an embassy.
