Think of him, as well as many other economically disadvantaged, as collateral damage of the dramatic development during the last 2 decades in China. Any big social/economic changes have to have some sacrifice. The last 2 decades are pretty much the period of capital accumulation period, and now it is time to switch to a more balanced development with a focus on those less advantaged, and that is exactly what the Chinese gov. are trying to do.

Even in a rich country like the US, there are plenty of people living below the poverty line (<= $9,000/year). So under the circumstances, China did pretty good.
