Well, I visited Shanghai, China in 1998. A friend of mine operated a computer consulting company there. He was paying US$1,000 per month for English-speaking recent college grads. Why did he have to pay so much? Because any good recent college grad would have left for the US for grad school or for a much higher paying H1-B job.

The only way to get Indian/Chinese software engineers for $500 a month is to ban all kinds of labor/educational exchange.
