One could argue "prevalent stereotype", and suppose that everyone interpreted reality with a strong bias that was unfair. Or one could argue that there is something to it, given how pervasive it is. I do not care to make a point of the objectivity of it, but I do think that there are some people with bad experiences dealing with HR personnel. I wonder, when Jerry Seinfeld observes that airline peanut bags are difficult to open, does he have to hire the Rand Corporation to verify the observation, or is it permissible, in an informal context, to rely on personal observation and anecdote?......

Not that all HR directors are evil.

In my experience, HR directors aren't at all evil. The many that I have known are people persons. The basis for the stereotype, IMO, is that so many managers are wimps who don't want to deal with their personnel problems so they force the HR director to play the bad cop.
