Well, then we're back to the old system, possibly with the 10% as an additional factor in the selection (as the linked article suggested). Bottom line is that someone is always going to be denied access to the school of their choice. But, we need to have some way of acknowledging that people who attend poorer schools in poorer neighborhoods just do not have the same support system as those in richer neighborhoods. So, some factor of adjustment must be made, else we have a class system.
