Well, maybe I left out a few too many steps. First of all, I doubt very much that Dubya approved of the leak to begin with. But, now that it happened, I doubt he's going to circle the wagons to protect the leakers.

A full investigation - I am guessing here but I think it's a good guess - would also look into the provenance of Wilson's being sent to Niger to drink sweetened mint tea and then come back and act all horrified that nobody listened to his unpublished report. Because I don't think anybody high up in the administration knowingly signed on for that. And there's no way in hell that the administration can investigate the CIA.
