"Open secret" or not, Novak didn't know that Plame worked for the CIA before he was told, and the people who told it to him work for the federal government. Whether that constitutes making it "public" or not can be debated, I suppose, but my own thought it that telling something to Novak, a well-known journalist, is tantamount to actually publishing it oneself. Unless Novak was told it on "deep background" and broke his word to the source.

c2, I think it best you take this Novak column with a grain of salt. It's fairly easy to think that Novak is worried about himself and his source and is now trying to put the most innocent face possible on all this. I think what he said in July is more credible because he said it before he was under attack.
